John Gower is attending the first meeting of the IISS / German Auswärtiges Amt Missile Dialogue Initiative in German Foreign Ministry in Berlin. Opened by Heiko Mass, the Federal Minister for Foreign Affairs, this meeting starts a 3-year programme of work. The research themes, which are closely linked to the objectives of Nuclear Cruise Control will include:
- Technology trends and their implications;
- Proliferation of missile technology to sate and non-state actors;
- Regional security dynamics and action/reaction patterns relating to missile technology
